The Park and Recreation Service Area (PRSA) is the Northshore district
located in the Seattle-Everett metropolitan area north and east of Lake
Washington and encompassing the cities of Bothell, Woodinville, and
Kenmore. Having previously identified an urgent and growing need for
a new multi-use aquatic facility, in 2007 PRSA formed a work team of
area representatives. Their goal was to conduct a study that would result
in a specific facility scope, at a specific site location, and with
specific costs for construction and operations that could be used to
gain consensus among the public in the PRSA.
Northshore PRSA chose ORB Architects as the aquatics consultant
and architect for the study. The scope of ORB’s services was to
build upon a 2003-2004 aquatics study that identified
the need and program demand, with the goal of moving the ideas
forward to a realistic proposal for an eventual Bond Ballot Measure.
